Director of Government and Regulatory Affairs, North America

Goals:

  • Ensure Skype achieves its business objectives and goals

  • Influence legislative and regulatory developments in the North American region

  • Minimize exposure to political and regulatory risk

  • Represent Skype in negotiations with government departments, regulators and public safety officials

  • Ensure consistency between Skype, eBay and local partner public policy positions

Principal Duties:

  • Create and maintain network of U.S. state government and other stakeholders throughout the region. Manage the company’s US state government affairs policies and ensure consistency with federal lobbying activities. Support federal lobbying efforts when necessary

  • Develop specific expertise in the area of public safety and state telecommunications public policy

  • Analyse political, legislative and regulatory developments likely to affect Skype’s business plans, current and future

  • Carry out effective advocacy on legislative and regulatory issues by travelling to key state legislative capitals

  • Act as educator to government and regulatory stakeholders

  • Promote Skype’s interests through various coalitions, trade associations and public safety groups in particular the state government affairs groups inside the VON Coalition and other industry trade associations

  • Act as early warning system for regulatory risks

  • Provide GR support for new Skype initiatives in North America

Day-to-day Work:

  • Operating out of the Skype office in Washington, you will be responsible for:

  • Discharging the principal duties detailed above

  • Maintain and grow a network of state government and other stakeholder contacts and utilise these to achieve the goals detailed above.

  • Analyse legislative and regulatory developments to determine applicable risk to our business

  • Maintain regular contact and discussions with North American state government institutions and regulators to influence their thinking. Where appropriate, you will also keep in touch with Skype’s partners in the region in order to develop complimentary policy positions

  • Work closely with local and regional eBay GR representatives to ensure consistency of message and goals and to support each other when appropriate

  • Flexibility and resourcefulness are essential in carrying out your day to day responsibilities.

Qualifications/Experience:

  • Degree in Law, Political Science, Economics or other relevant discipline essential

  • Post-graduate qualification in relevant discipline desirable

  • Fluent English essential, other European languages highly desirable

  • At least 3-4 + years professional experience, gained in the region. At least one of the following: 1) experience in government; 2) experience in-house, preferably with an Internet or software company; 3) experience working as consultant to Internet or software companies.
